President’s Message

Marc Haalman named NLLEA President

Marc Haalman, Deputy Chief of Field Operations, Virginia Alcoholic Beverage Control, Bureau of Law Enforcement

Dear NLLEA Members and Partners,

I’m honored to serve as President of the National Liquor Law Enforcement Association (NLLEA) for the 2025–2026 term. This organization represents the best of what collaboration and commitment can achieve, and I’m grateful for the trust you’ve placed in me and in our Executive Board.

Our work matters - every single day. Whether it’s preventing impaired driving, protecting youth from underage access, trade practice issues or navigating the complexities of legalized cannabis, the challenges we face are real and continuously evolving. NLLEA and its membership adapts, we innovate, and we lead - and we do so with excellence, integrity, and professionalism.

This year, we’re committed to expanding training and professional development opportunities that truly make a difference. Through the continued efforts of our Professional Development Committee, we will deliver accessible, high-quality programs that help our members stay ahead of emerging trends and enforcement challenges as we have done. We are also excited to be a partner in presenting upcoming Alcohol Compliance Training (ACT) to our membership. Our goal is simple: to ensure every member has the tools and confidence to excel.

We will also strengthen partnerships and outreach. Collaboration is at the heart of NLLEA’s success, and we will continue to work closely with organizations such as NABCA while seeking new alliances that share our mission of safer communities. Expanding our membership base and working toward the vision of all states being part of NLLEA remains a priority.

Finally, our Association is comprised of some of the most unique agencies in alcohol law and regulatory work, and we’re committed to equipping our members with tools and an organization that makes a difference. We will keep pursuing funding opportunities to ensure NLLEA remains strong for years to come.

I’m proud to serve alongside Jim Diana, Kellette Mayberry, Chris Temple, Israel Morrow, and our Executive Director, Carrie Christofes. To our partners, sponsors, and past presidents: your contributions and guidance have built the foundation we stand on today. Together, we’ll keep raising the bar for liquor law enforcement and regulation.

The 39th Annual Conference will be held in New Orleans, Louisiana, and I look forward to seeing many of you there. Let’s make this year one of action, innovation, and impact. I’m proud to serve alongside you.

Thank you for your support,
Marc Haalman
President, 2025–2026
National Liquor Law Enforcement Association
